Business Development Consultant & User Researcher, CGI

Elijah Fields is an emerging leader in the UK tech sector, known for his strategic influence, public sector impact and unwavering commitment to advancing equity and representation in the technology industry. As a Business Development Consultant and User Researcher at CGI,  Elijah has shaped major government digital services across DWP, HMRC, Ofsted and the Cabinet Office, improving accessibility and user experience at a national scale.

Within CGI’s Global Business Engineering team, Elijah has made significant contributions to organisational strategy and commercial performance. He designed an executive KPI dashboard and proactive sales cycle framework adopted across five business units, improving global C-suite visibility of the UK business’ proactive sales pipeline. He also developed analytical models that supported competitive wins, including a major response to a financial proposal for the Bank of England. Elijah has been consistently recognised through multiple CGI Partner Recognition Awards for living the company’s values of Partnership and Quality and Respect.

As a User Research Consultant, Elijah has led research with more than 100 users using ethnographic, generative and quantitative methods aligned with Government Digital Service (GDS) standards. His research improved critical reporting workflows used during national emergencies, increasing task completion from 0 to 100 per cent. He facilitated collaborative workshops with product, policy and technology teams and translated complex findings into personas, journey maps and evidence-based recommendations that informed strategic decision making. His insights have shaped accessible, user-centred government services and contributed to measurable service improvements.

Beyond delivery, Elijah is recognised as a powerful advocate for representation and social mobility. As former Co-Chair of CGI’s REACH Network, representing more than 700 racially and culturally diverse members, he delivered transformative initiatives including CGI Future Black Leaders, an industry-leading early careers programme for Black heritage students and graduates. The events brought together senior executives, including CGI’s VP of Diversity, the UK DE&I Lead and director-level Black leaders, and featured sessions on networking with authenticity, resilience and a panel talk on black leadership. Elijah expanded the programme in its second year by securing participation from Salesforce, World Wide Technology, AWS and other strategic alliance partners.

His work also includes chairing CGI’s Black History Month Networking Evening and hosting Through the Keyhole at Warwick Business School at The Shard, engaging more than 75 MBA students with CGI’s senior leadership. Elijah’s influence spans industry and academia, including contributions to the Warwick EDI Festival. He was named a Diversity Champion Finalist at the 2025 Black Tech Achievement Awards. His blend of strategic acumen, DE&I leadership and ability to mobilise senior stakeholders exemplifies the spirit of the BTA Top 50 and marks him as a rising force shaping the future of UK tech.
